Slums to Cleaner Cities

I am assuming that the growth of slums is largely due to the migration of labor to a place which is likely to provide employment or better employment. So what is the solution to the problem of not having proper housing for this community? Obviously, the logical answer would be to reduce the migration by creating jobs in the area where laborers reside - in their towns and villages. This solution may take time to implement (infrastructure, market, geography etc.).  So, until then, what is the short term fix?

I am thinking one way is to let employers of these migrant laborers provide them temporary housing and device some mechanism to register these with a central government body. This goverment body should track this community of people and be responsible for their development (provide vocational skills and education to move them up the value chain)... The end-users of the products the employers is making/delivering and/or the government will have to bear this additional housing cost...

What do you think? Is this policy viable and implementable? Are there any other short term fixes?
